23 July 2013 - Germany has opposed a draft by the European Commission, the "Paper of the Commission Services containing draft guidelines on environmental and energy aid for 2014-2020", which proposes to allow governments to provide direct state aid for nuclear power.

The draft highlights that "pursuing the development of nuclear energy, in particular by facilitating investment in nuclear energy, is an objective covered under Article 2(c) of the Euratom Treaty." ; it also highlights that countries planning to build nuclear units are facing a certain reluctance from companies to invest in nuclear technology without the safeguard of government support. This decision was welcomed by the United Kingdom, but strongly opposed in Germany, which plans to cover 80% of its power needs with renewables by 2050.
